Add an announcement.xsl from releases/formal-7/announcement.xsl

It is shared by releases/formal-*/ and we can probably avoid to copypaste it for
every release.

Thanks to <maya> and <martin>! (possible bugs are mine)

(The announcement.xsl in releases/formal*/ will be removed in next commits)
