gallery/advocacy: rewrite Makefile to properly build documents

Previously, the build instructions for the various leaflets had been
repeated all over the place.  Running a simple "make" in the directory
failed because some of the leaflets could not be rebuilt since the
intermediate .dvi files were missing.  To become independent from the
.dvi files, the build rule has been modified to create the .ps.gz
directly from the .tex file.


To generate a diff of this commit:
cvs rdiff -u -r1.17 -r1.18 htdocs/gallery/advocacy/Makefile
