xen howto: Catch up to 10, balloon.

Change "current" to 10 for things that work in 10.

Add caution about dom0 balloon.

Add update status for 4.13 and 4.15.

Note that 1-cpu and pinning is not known to be useful for >= 10.

Note phy: for storage and that block device is required.
