RE: non GUI ssh client for Windows?

I had no clue this ietf-ssh%NetBSD.org@localhost was a list .. 
Now the HP "men in black"  will come get me for generating too much mail traffic (too many replies!!)

secureshell%securityfocus.com@localhost might have been a more appropriate list,
this list is for development of ssh protocol standards.

That said, look at PSCP, PSFTP, and Plink, which are command-line tools
related to PuTTY, and consider OpenSSH running under Cygwin on Windows.
(Cygwin emulates Posix/Unix features on top of Windows.)
