I guess you mean graphics/vigra

For me it sometimes happens when
a) the commit message is too big, or
b) it contains "weird" characters (non-ASCII)
because on these cases it gets sent to the list moderator for confirmation.

I looked at the commit message in the repository and I don't see that
it would fall into either case, so I don't know what happened here.

Either way, it was committed to the repository fine, so at least you didn't 
commit it to a local repository instead (that has happened to others before...)
