pkgsrc uses the buildlinking (and x11-links in your case) not 
/usr/X11R6/lib directly.

Make sure your work/.buildlink/lib directory has this.

Also make sure your x11-links package provides it.

And if you install your native libXaw or other X developer components 
after installing pkgsrc x11-links you will need to rebuild and reinstall 
x11-links.
