GNOME: localizing the keyboard layout

Hi,
how can I localize my keyboard layout under Gnome? The "add layout" button in 
the keyboard dialogue is deactivated (see ATTACHMENT). I am using NetBSD 4.0 
with pkgsrc_2007Q4, GNOME 2.20.2 and modular xorg 7.0 (source packages). 
Perhaps I missed installing some localizing packages, or something, but I 
couldnt find out.
