I say from conclusion.
deinstall the ruby193-base, then I had to build and install again ruby193-base.
( in pkgsrc-2012Q4 )

% cd /usr/pkgsrc/lang/ruby193-base
% make install
 :
=> Automatic manual page handling
=> Generating post-install file lists
=> Checking file-check results for ruby193-base-1.9.3p327
=> Checking for non-existent script interpreters in ruby193-base-1.9.3p327
=> Checking file permissions in ruby193-base-1.9.3p327
=> Checking for missing run-time search paths in ruby193-base-1.9.3p327
=> Checking for work-directory references in ruby193-base-1.9.3p327
===> Building binary package for ruby193-base-1.9.3p327
=> Creating binary package /usr/pkgsrc/packages/All/ruby193-base-1.9.3p327.tgz
===> Install binary package of ruby193-base-1.9.3p327

Then, I was able to build and install ruby-mecab.

% cd /usr/pkgsrc/textproc/ruby-mecab
% make install
 :

=> Checking for non-existent script interpreters in ruby193-mecab-0.994

Yeah.
I tried rebuild ruby193-base, I was successful.
( pkgsrc-2012Q4 )

hmmm....
This system has been used on VMWare before.
Update to NetBSD5 NetBSD6 from this system,
but I wish I was supposed to build the ruby of pkgsrc....

I'm sorry it would be noisy.
I work in mind the integrity of the system ( NetBSD, pkgsrc, etc... )
in the future.
