The bottom half of my /usr/X11R7/lib/pkgconfig/fontconfig.pc looks like:

Requires.private:
Libs: -Wl,-rpath,${libdir} -L${libdir} -lfontconfig
Libs.private: -lexpat -lfreetype
Cflags: -I${includedir} -I/usr/X11R7/include/freetype2 -I/usr/X11R7/include
