This doesn't actually appear to be true, at least up to 1.14, as I'm
able to build it using a bootstrap which only contains rustc.

FWIW I have additional rust packages in our pkgsrc-joyent tree:

  https://github.com/joyent/pkgsrc-joyent/tree/master/rust114

and will be looking to integrate rust 1.16 in time for 2017Q1, so
testing on other supported systems would be appreciated.

I also have a working cargo package (though again based on binary
bootstraps unfortunately) which I'll probably get in for others to
play with.  I had hoped to get the Bitrig source-based builds working
but they are incredibly flaky, so will take a bit longer.
