I suggest referring to "make help topic=FETCH_BEFORE_ARGS"

The ftp command will prefer IPv6 under some circumstances (unless
no IPv6 route is present?)

It is possible to set in mk.conf:

FETCH_BEFORE_ARGS=	-4

The OP explicitly mentions using HP-UX, not NetBSD, and the mailing
list thread you linked explicitly mentions that the advice contained
inside is invalid...
