My opinion, as a minimal type and a user of emacs-nox11, is that the
point is to build a non-GUI emacs that has lightweight depedencies. I
don't know how much it costs to have modules enabled in terms of package
size and deps.
The wtihout-all may be my fault, as the packages were previously broken
on mac because they failed to disable cocoa which built it and failed
PLIST.
So: what is the cost of --enable-modules in terms of deps and binary
package size? If it's no deps and negligble binary, then by all means
enable it in -nox11.
