No, you can use 2 vcpu (or even more !) on a dual-core CPU.
The issue here is that the NetBSD domU (or dom0, FWIW) PV kernel doesn't
support SMP yet. But if you start a linux domU, or a HVM NetBSD domU, you'll
see the 2 CPUs.
