My first thought it that a sysctl.conf(4) (should that be section 5?)
would be duplicating sysctl(3) and sysctl(8) (which both also have
duplication). Something in section 7 I think sounds about right.
Maybe a a detailed secmodel_bsd44(7) like Pavel suggests and simple
cross-referencing securelevel(7)?
Certainly init(8) wasn't the right place - it was just that init(8)
controlled securelevel during boot.
