Padding is now converted correctly.
We also assume the same defaults for termcap->terminfo conversion as 
ncurses.

For example,

uberpc$ TERMCAP="screen:foo=20bar:" infocmp -x
# Reconstructed from $TERMCAP
screen,
        bel=^G, cr=^M, cud1=^J, foo=bar$<20/>, ht=^I, ind=^J, kbs=^H,
        kcub1=^H, kcud1=^J, nel=^M^J,
