I rarely use /rescue. And I guess, in terms of %, people rarely use
/rescue. Nonetheless, in the rare cases when you have to use the
crunched programs here, this is vital.

It happened too, in these circonstances, that I needed to refresh memory
about the cmd. And systems where there is no manpages are, IMHO, a
problem. Having the ability (if one wants; so removing default creation
of them is perfectly OK) to read simple pre-formatted text version of
man page is not negligible at all and cat(1) is in /rescue.
