Add the fs set_immutable function to the C and C++ libraries

This function sets or unset the immutability bit of a file.  It will be
used later on to protect the read-only work directory created by atf-run.
Also make the cleanup routines unprotect a directory before deleting it.

At the moment, only systems with chflags(2) are supported (aka NetBSD).
