 Started part of this refactoring in the org.NetBSD.atf.src.reorg branch.
 At the moment, I have removed the tests/atf subtree and renamed test
 programs from t_* to *_test.  There are still many things to be done and
 I've detailed some in the TODO.nofork test file in the branch.  The
 current head is 2d219071a6ab4435b7950b7d85bc86a33175f36a.
