Split the Makefile.am.m4 into one file per directory

This is to hopefully simplify Makefile management.  The previous one
was too long and hard to follow.  With this approach, each directory
contains only the definitions that matter.

Note that this *does not* mean that we are using Makefile recursion.
All these extra Makefile.am.inc files are pulled in by the top-level
Makefile.

Addresses ticket #43.
