 Hi,
 
 this is part of the usual branching and release engineering process.
 For example, 9 was branched in July 2019 but DIAGNOSTIC was only
 removed in November:

 For now you will have compile your own kernel if you don't want
 DIAGNOSTIC.  But it will of course removed well in time before thee
 10.0 release.
