Tried booting with 8.1 iso image, but somehow it was not booting from the
image (may be image the cloud provider has is corrupt or some other reason
specific to 8.1 and their virtualization platform compatibility?).

Was able to boot using 9.1 iso image and did fsck on the main disk. Had to
answer 'y' to all prompts, but the disk does not boot after that either.

Thinking whether to A. ask hetzner to refresh 8.1 image as it's not
booting and reinstall sets? B. use 9.1 iso image as it is booting and
upgrade sets other than etc? It's going to break all the packages
installed which were for 8.1.

Please advise ASAP.
