Requested hetzner to upgrade the image, but it's going to take longer. So
upgraded to 9.1. Will use binary installations to get pkg layer updated
quickly.

As 9.1 boots fine, probably something in Hetzner's qemu configuration has
changed that does not go well with 8.1.

I have skipped /etc set when upgrading. Hope it won't cause any surprises.
