mkisofs and cdrecord from the sysutils/cdrtools package can do it. I think
the makefs utility that comes with NetBSD can do it too, although I've
never used that.
But if you use ISO 9660 format, the CD-RW will be more like an erasable
CD-R, not like a slow flash drive. You'll be able to add more files to it
(i.e., add additional sessions), but once it's full, the only way to free
up space is to erase the whole thing. At least I'm pretty sure that's how
it works... it's been a really long time since I used CD-RWs :)
