There is not a package for PL/TCL in the PostgreSQL74 tree.  I tried to simply 
hack the postgreSQL73 package, but it does not build.  I can get it to build if 
I change the tcl buildlink reference from 

.include "../../lang/tcl/buildlink3.mk"

to 

.include "../../lang/libtcl-nothread/buildlink3.mk"

There has been some discussion about whether this is proper, but it works for 
me.
