make makedisinfo does not updated distinfo is NO_CHECKSUM is defined, however, 
SHA-1 hash are mandatory for patches:

% grep CHECKSUM Makefile 
NO_CHECKSUM=            yes
% ls patches/patch-io
patches/patch-io
% make makedistinfo
[...]
% grep patch-io distinfo
%

vs

% grep CHECKSUM Makefile 
#NO_CHECKSUM=            yes
% make makedistinfo
[...]
% grep patch-io distinfo
