I was mistaken. The original patch is correct. LOCALBASE is /usr/pkg
and X11BASE is ${LOCALBASE}/X11R6 (i.e. /usr/pkg/X11R6).

Sorry. I'll split up the patch and create a separate PR for the
PKG_DESTDIR stuff.
