 I can't duplicate this issue on Fedora 29 or Debian 8. From looking at
 the output of the install phase, it seems a bit mixed up. Your
 LOCALBASE is /usr/pkg, but it seems to be installing to /root/perl5?
 So the pkgsrc infrastructure is getting confused because it's pointed
 to inconsistent locations that defy its overall expectations.
