     Because you're not allowed to have a subdirectory that isn't
in the Makefile and it was flagged as an error.

     No.  Not having it in the Makefile is an error.  There is no
indication in the package that it can't be used by itself (on top
of postgresql96 of course).  You aren't the original committer of
the package, so I don't understand why you're asking this.
