Because:
1. your package conflicts with postgresql96-contrib
2. postgresql96-contrib provides the functionality you are trying to introduce with postgresql96-fuzzystrmatch
3. some time ago we have decided to merge all postgresqlNN-fuzzystrmatch into postgresqlNN-contrib
4. this hasn't been discussed
