libiconv>=1.9.1 is not installed; can't buildlink files

In a recent pkgsrc update, on NetBSD 10.1 amd64, I got captioned error in
bulk builds, with libiconv-1.17 appearing getting built as a dep.

The failing packages were the following in this limited build:

p5-gettext-1.07nb9
xz-5.6.3

Bulk builds were working till recently. So did something break in recent
update? (I use pkgsrc-git, which may have some latency.)
