For pkgsrc, it'd be better to have the dependencies in the Makefile.

pkgsrc sometimes add supports for libraries coming with the base
system using builtin.mk files. I don't think that anyone will work on
such a file for TeX though.

Sounds like it's not needed then. pkgsrc has perl>=5.8 since 2003.
