That sounds like a reasonable diagnosis. You should try a multimeter - if 
you have a swinging arm one, that might be better so you can see if it 
swings wildly.

If you want something that will fit inside, try eBay. If you're handy, get 
a very low wattage 1U power supply and adapt it yourself.
