OpenFirmware is, as the name implies, the firmware of the machine, i.e. it sits
in the ROMs. However, the specifications are quite clear in that the firmware
is required to copy itself to RAM during the boot process, which apparently
Apple's implementation doesn't do :-(.
While I don't know about Apples, the various specifications of PowerPC
designs, i.e. PReP and CHRP, aka PPCP, specify that the machines have
FlashROMs for the firmware in order to allow for user upgrading.
Sorry for not being more specific with regard to Apple Macs.
