thils file is linked into everyone's kernel now, and is only used by
those who have CTF support.  (thanks to christos for fixing the build.)

can this be conditionally included, please?  i'm not sure of the best
way, but even if only for platforms that actually *can* have CTF
support would be the best first-list.
