doc/TODO.npf: convert to markdown

(This commit has no semantic changes, just formatting.)

This file is about to get a lot of items, and is likely going to need
subcategories.  There's no intent (now) to render it nicely any place,
but just to be able to edit with less confusion as it gets larger.
