doc/TODO.npf: Merge ~rmind/npf/__tasklist.html

This commit adds all the items from rmind's tasklist except for those
marked as done.  Headlines have sometimes been added, and minor
wording to clarify, but this commit has essentially no semantic
content, in that those tracking what is being added to or removed from
the todo list can safely ignore it.
