fltk breakage: flnews, pinentry-fltk, dillo

Hi!

After updating fltk to 1.4 we see weird breakage in packages using it
in the bulk builds.

The first symptom was that cairo.h was not found, but the cairo
feature is not important, so we disabled it, but it now fails with
other errors:

(this looks similar to the cairo problem, just with the X11 feature)

They work in micha@'s and my builds, and we're a bit stumped.
Does anyone have an idea what could be the problem here?
