Split set list files (distrib/sets/lists/ext*/*) into each programs so that
it can be distributed as an archive.
distrib/sets/lists/extbase/mi.ext.openvpn
I've put a proof-of-concept example using OpenVPN.

HOWTO:
- extract OpenVPN's source to
${YOUR_EXTSRCSRCDIR}/external/gpl2/openvpn/dist
- (re)create makewrapper with the following arguments:
-y
-Y ${YOUR_EXTSRCSRCDIR}
-V EXTSRCS=openvpn
- run "build.sh distribution sets"
- ***fix build failures by yourself***
- and you'll get ${DESTDIR}/usr/ext/sbin/openvpn and the new set lists:
extbase.tgz
extcomp.tgz
extetc.tgz
