Windows uses Unicode; a code page they call "ANSI" (who knows why it has nothing at all to do with the organization) which is a variation on one of the ISO Latin character sets; and a code page they call "OEM" which comes from IBM's DOS. Which character set is used depends on the API which is being called. Jeffrey Altman
