For what it's worth, my take (personally, pmc hat off):

php56 is on thin ice - it's the python2 of the php world.  We aren't
trying to just delete it because surely it is still in use.  It is
normal for upstreams to drop support for very old language variants, and
I don't think we need to have a general practice of adding old versions.
It is nice to ask people, though!

In general, if we don't have a good reason for something to be
versioned, I think it is better not to.  It causes package name churn,
and then we both end up having to ask about deleting it and tend to
version new major versions, even if they don't warrant it.  I think
that's what you are saying (at least in part).
