Despite PKG_DEVELOPER bloking the build, xentools41 is working fine.
The library with the problem is not used.

The build box is severely I/O bound. PKG_DEVELOPER does some checks that
requires lots of IO on large packages. Even on my desktop with a reasonable
disk I can feel it.
