I think there are multiple issues.  One is that folks appear
to want to outlaw the currently deployed protocol token for
DES-CBC.  A second is that folks want to prohibit documentation
of how DES-CBC is currently used (in a widely deployed context)
with SSHv2.  There might be other issues that I personally
have not yet puzzled out...
