According to the ID-tracker, this document went through IESG-wide last call back in January, and there are very few comments on record, all procedural. It sure looks to me like it needs little more than for the editor to submit a new document which addresses the remaining issues. Can someone who knows please explain whether this is correct, and if not, what is the real status of this document?
If we want to put a normative reference to DH-GEX into the core document, we can do so. It will hold up publication until DH-GEX is published, but only at the last minute (like, RFC-Editor will sit on the completed document until the references can all be resolved). I don't consider that to be a big deal, especially since I think the actual delay will be zero.
