Just to check the obvious, the underlying I-Ds that were given to the RFC Editor
are the ones that came out in September with an updated file name but with the
previous name on the first page eg
file name  draft-ietf-secsh-architecture-23.txt:
title inside draft-ietf-secsh-architecture-22.txt:
